East Fraserlands Master Plan Wins Canadian Institute of Planners Award
Vancouver, BC, April 24, 2007 - The City of Vancouver has won the 2007 Canadian Institute of Planners Award for Excellence in the neighbourhood-planning category, for the East Fraserlands Official Development Plan. East Fraserlands is one of ParkLane Homes' newest developments situated on a 129 acre waterfront parcel of land in the south east corner of Vancouver, between Boundary and Kerr, on the Fraser River.
The Official Development Plan (ODP) is the development blueprint for this area for the next 25 years. The master plan is based on the principles of new urbanism and will feature a well planned mix of townhomes, low and mid rise apartments and high rise towers. The East Fraserlands ODP was recognized as an exceptional neighbourhood plan that sets the physical and policy foundation for the transformation of one of Vancouver's last major former industrial sites into a mixed-use, sustainable and complete community.
According to Vancouver City staff, this is the largest and most complex rezoning that Vancouver City has ever processed. The rezoning of East Fraserlands was unanimously approved by Vancouver City Council in November 2006. The ODP reflects the collaborative efforts of Vancouver City staff, ParkLane Homes, the East Fraserlands Committee, WesGroup and other members of the community.
The East Fraserlands ODP provides diversity of housing types, a commercial center, parks and daycare facilities. It also incorporates some of the most innovative technologies and approaches including the use of neighbourhood energy utility, an integrated rainwater management plan, a green building strategy, and innovative ecological strategies for fish and wildlife habitat enhancement. As well, the plan encourages the exploration of unconventional parking strategies and road design to enhance the sustainability and livability of the community.
The East Fraserlands ODP has been lauded for breaking new ground in the field of planning by integrating social, economic, and environmental sustainability objectives. As it develops over the next 25 years, 13,000 residents will be able to enjoy living in the East Fraserlands community.
The CIP Awards honour significant planning achievement in Canadian communities annually. The East Fraserlands ODP was one of 67 entries this year. This marks the sixth time the City of Vancouver has received a CIP award in the pat 25 years. The award will be presented in Quebec City this coming June.
